Recent economic data has shown that the Chinese economy may be coming out of its recent slump.
Exports are growing at a healthy rate, manufacturing activity has picked up and there are signs that consumers are spending money.
But the economy still heavily relies on government spending and corporate borrowing.
As John Sudworth reports from Shanghai, changing that model will be a huge challenge for the authorities.
